***THIS IS A CIVIL SERVICE UNIT POSITION***DESCRIPTION:
This position reports directly to the Assistant Controller within
UMD's Controller's Office and is responsible for providing
expertise and support around travel, travel cards and purchasing
cards for the UMD Campus.
This position is the final financial approver for travel
reimbursements. Will be the campus resource for travel policies and
procedures, Chrome River and related compliance needs.
MAJOR DUTIES:
Audit and approve campus travel expense Percent time: 60%
* Final financial approver for all employee expense reimbursements,
cash advances, and travel card charges campus wide.
o Must audit and analyze transactions, deny/return to preparer if
necessary, be prepared to instruct travelers on proper University
policies and procedures, assist in completing the transaction
within allowable guidelines and monitor resubmission of
reimbursement transactions.
* Subject matter expert on all travel and related policies,
procedures, and related pertinent documentation.
* Identify recurring compliance issues and take appropriate action
and/or recommend solutions
* Serve as campus level resource person on policies and procedures
related to travel and special payments, coaching department staff
on specific issues as necessary
* Assist Chrome River Navigators (departmental points of contact)
and employees/travelers with preparation of Chrome River requests
as needed
Travel outreach Percent time 20%
* Act as an advocate for appropriate use of Chrome River software
and adherence to travel policy and procedure
* Schedule and present periodic training sessions relaying updates
to University policy and instructing how to use Chrome River
software, both in person and online
* Proactively communicate with travelers, departments and units
about features of travel policy and procedure
* Keep up to date on changes, procedures and policy related to
travel and Chrome River and participate in working
groups/committees as needed
Procurement/Travel Card DCA Percent time: 15%
* UMD campus department card administrator for all procurement card
and travel card holders.
o Coordinate application process and distribution of new cards for
campus
o Monitor outstanding charges and work with cardholders and/or
supervisors to ensure Pcard and Tcard charges are reconciled
timely
o Coordinate with cardholders and Purchasing Services to modify
pcard/tcard limits or merchant blocking in specific circumstances;
find alternate solutions for requests not in compliance with
policy
o Identify recurring compliance issues and take appropriate action
and/or recommend solutions
Miscellaneous 5%
* Oversight of Clinard program used to compensate study
participants
o Serve as campus level resource person on policies and procedures
related to research participant payments and other special
payments, coaching department staff on specific issues as
necessary
o Liaise with Purchasing to assist with technical issues with the
Clin Card program and portal
* Oversight of credit card loaner terminal program, including
ensuring PCI DSS requirements are met
* Stocking/ordering office suppliesThis is a 1.0 FTE, 12-month,
on-campus Civil Service Unit position with some flex work
arrangements available. Salary is dependent on experience and
qualifications, and the range begins at $23.93/hour.
Qualifications
REQUIRED QUALIFICATIONS:
BA/BS plus at least two years professional work experience or a
combination of education and work experience to equal six
years.
PREFERRED QUALIFICATIONS:
Ability to exercise professional demeanor and actions when dealing
with diverse group of staff and faculty
Demonstrated written and oral communication skills
Experience understanding and applying policy and procedure
Skill in public speaking and presenting information to groups
Ability to provide support via Zoom and other electronic
communication methods
