Overview To provide direct services of HeatShare and Emergency Social Services in a professional manner to clients; provide intensive case management services (assessment and planning) to homeless participants in the Northeast Rapid Rehousing Program, and to oversee the Food Shelf daily operations to include supervising volunteers. This is a full time regular position with a work week expectation of 40 hours per week. Responsibilities This job description is not all inclusive. It is intended to identify the essential duties of the position. Other duties, responsibilities and tasks may be assigned by the Service Field Representative or the Service Extension Director.

Adhere to the guiding principles of The Salvation Army's social services ministries as outlined in Faith In Action with an emphasis on intentional outreach in the area of pastoral care to those we serve. Be knowledgeable of all Divisional social service programs, including Pathway of Hope. Engage community members (including but not limited to, customers, visitors, and clients) in a way that brings them to the The Salvation Army for programming, events, activities, and Pathway of Hope. Conduct client interviews and provide casework services. Determine eligibility for programs, assist in application, provide options and make referrals. Interview and distribute Heatshare funds to clients who qualify in Carlton County and in additional counties as assigned by the Northern Minnesota Field Representative or Service Extension Director. Provide case management to Rapid Rehousing (RRH) participants for a period of time as necessary to engage households in activities to increase skills and ensure household stability. Maintain accurate client case files as instructed by the RRH coordinator for the area including data input into Service Point. Collaborate with other supporting agencies to assure client success. Help to identify homeless clients who may qualify for the RRH program. Work with the clients and landlords in determining adequate housing options. Maintain a relationship with the local service unit by submitting social service reports and attending meetings as required by the Northern Minnesota Field Representative. Assist the service unit in preparing the annual social service budget and monitor that budget throughout the year. Assist in recruiting new service unit members as needed. Maintain accurate records and statistics of all activities including submission of reports for all seasonal activities, all client information, all required Salvation Army reports, food shelf and social service volunteer tracking in Better Impact, expenses, etc. Must enter all required client information and statistics into Service Point in an accurate and timely manner. Perform public speaking engagements as requested and required to promote The Salvation Army within the community. Attend interagency councils/organizations as appropriate to further positive impact on programs in Carlton County, which relate to client service. Assist in processing any social service expenses and submit them to headquarters in a timely manner. Assist the Northern Minnesota Field Representative in arranging vendors as needed. Track program income and process according to The Salvation Army policies and procedures. Coordinate the operation of the food shelf by understanding all proper policies, procedures, and guidelines required by TEFAP and Second Harvest. Maintain accurate records of all food shelf clients and annually review these records. Food shelf coordination includes ordering and organizing of food, scheduling volunteers, scheduling and organizing food pick-ups, organizing food drives, etc. Track donations made to the food shelf and deposit them as needed. Assist the Service Extension Director in the completion of the United Way proposals ensure accuracy of service member lists, statistics, and other necessary information requested by the Service Extension Director. Attend United Way functions as needed. Supervise all seasonal events, including but not limited to, Angel Tree, Back to School, Coat Drive, Christmas Toy Distribution, etc. Arrange for adequate volunteers to organize and work the events. Provide the volunteers with directions and ensure the events are operated within policy and procedure. Recruit, train, and supervise all volunteers for the food shelf and social service area including special events such as Back to School and the Christmas Toy Distribution. Ensure all of these volunteers track their hours, have passed a background check, and have completed Safe From Harm training. Along with the Thrift Store Manager, identify mechanical and/or property issues within the Service Center and determine resolutions before consulting with the Northern Minnesota Field Representative. Assist with other department functions (i.e. disaster, special events, etc.). Participate in monthly supervision meetings with Northern MN Field Rep. Attend workshops, staff training, and other training as assigned. Assist in the Cloquet Thrift Store as needed. All other duties as assigned. Qualifications Bachelors degree preferred. Preference given to Social Work degrees or a related field. In lieu of degree, five years of social service experience may be substituted. If applicable, must be licensed by the Minnesota Board of Social Work. Experience working in a social service setting required. Experience conducting case management preferred. Understanding of the delivery of Social Services. Ability to accept supervision and work with a team of co-workers. Ability to organize work, set priorities, meet deadlines, and complete tasks with a minimum of direction. Ability to work well with clients of diverse cultural and socioeconomic groups; respect confidentiality; able to work within ethical and legal parameters of social services. Ability to use Salvation Army approved word processing, spreadsheet, data base management, email, web-based timecards, and graphics/desktop publishing software packages. It must be understood by the incumbent that the required Salvation Army Caseworker Certification Program must be completed within the first twelve (12) months of employment. Valid Driver's License. (Must meet the guidelines provided by the State of residence and the automobile insurance provider as pertaining to corps passenger vans/buses.) Must pass The Salvation Army background checks and meet the MVR drivers qualifications. Willingness to work flexible hours, including evenings and occasional weekends. Willingness to support the philosophy, goals, objectives, and mission of The Salvation Army. It must be understood by the incumbent that the provisions of Safe From Harm will apply upon commencement of employment and also understood that the required Safe From Harm training be satisfactorily completed within the first thirty (30) days of employment.
