Ensures the traffic management and transportation services required to support the mission are accomplished; such as services incident to receipt, processing, and dispatch of commodity and passenger traffic, to include demurrage charges, drayage and other accessorial services not directly related to line-haul movements. Inspects or provides for the inspection of commercial carrier terminals to locate and expedite the delivery of astray government shipments. Administers the procurement of military and civilian passenger travel, both domestic and international. Manages and ensures execution of the Reusable Container Program and the 463L Pallet and Net Program. Exercises supervision over subordinate employees. Implements provisions of personnel management, such as the Equal Employment Opportunity (EEO) program, merit promotion, career development, performance appraisals, counseling service, incentive awards and position management. Performs other duties as assigned. Travel Required Not required Supervisory status No Promotion Potential 9 - #### Job family (Series) 2130 Traffic Management- Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT: - Minnesota Air National Guard Membership is required. - Applicants who are not currently a member of the MN Air National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. - Selectee will be required to wear the military uniform. - Males born after 31 December 1959 must be registered for Selective Service. - Federal employment suitability as determined by a background investigation. - May be required to successfully complete a probationary period. - Participation in direct deposit is mandatory. - Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. - This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. - Applicant must possess 2T0XX AFSC or have the ability to retrain into the 2T0XX career field - per the AFECD - Retraining into 2T0XX restricted to E-6 & below w/ less than 10 yrs TFMS - This position is also posted as Merit AGR ANG 19-567. - Sensitivity level 2 MILITARY GRADES: Enlisted (SSgt/E-5 and Below) COMPATIBLE MILITARY ASSIGNMENT: AFSC: 2T0X1, 2T2X1 MILITARY COMPATIBILITY: Upon selection, individual must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota National Guard. Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility. Qualifications GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman. Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.
