Job Description -SummaryAs a member of the Human Resources team,
the Manager of Payroll is responsible for timely and accurate
payroll processing. The role serves as the primary point of contact
for payroll questions. The Manager of Payroll implements,
maintains, and reviews payroll processing systems to ensure timely
and accurate processing of payroll transactions including salaries,
benefits, garnishments, taxes, and other deductions. Responsible
for all aspects of payroll processing and other functions within
Payroll Services.
Essential Duties & Responsibilities (other duties may be
assigned)1. Manage and ensure bi-weekly disbursement of payroll,
including garnishments, benefits, and taxes to 1500+ employees in
compliance with federal, state, and local wage and hour laws.2.
Process payroll through the University's Ellucian Banner ERP
system. This includes financial institution transactions, paying
taxes (Federal and State), processing involuntary deductions,
running edits, creating direct deposits and payroll checks for all
Michigan Tech employees. Ensure vendor payments are submitted
accurately and in a timely manner.3. Critically review and analyze
current payroll, benefits, and tax procedures to recommend and
implement changes leading to best-practice operations.4. Serve as
part of Human Resources leadership team to collaborate and lead
high level projects and initiatives.5. Responsible for managing and
executing fiscal and calendar year end functions, including
balancing, and issuing of W-2s.6. Communicate actively across Human
Resources and Financial Services to review cross-departmental
impacts and reconcile data sharing.7. Manage regular preparation of
relevant management reports, including weekly, monthly, quarterly,
and year-end reports.8. Supervise and develop payroll staff and
prioritize work assignments to meet payroll deadlines.9. Direct the
preparation and filing of required reports and/or payments.10.
Oversee payroll records maintenance to ensure reports and tax
transmittals are timely and accurate.11. Provide accurate
information to departments and staff relative to payroll policy and
procedures and maintain the integrity of the information for the
department.12. Respond to employee inquiries and requests regarding
payroll matters.13. Understand, manage, and act as point person for
all reporting, calculations, and obligations related to the
Michigan Public School Employees Retirement System (MPSERS) through
the State of Michigan.14. Maintain employee confidence and protect
payroll operations by keeping information confidential.15. Make
policy, process, and procedural recommendations.16. Resolve payroll
discrepancies by collecting and analyzing information.17. Develop
techniques for compiling, preparing, and presenting data.18.
Ability to work cooperatively and collaboratively with all levels
of employees, management, and external parties to maximize
performance, creativity, problem-solving and results.19. Commit to
learning about continuous improvement strategies and applying them
to everyday work. Actively engage in University continuous
improvement initiatives.20. Apply safety-related knowledge, skills,

Required Education, Certifications, Licensures (minimum
requirements)--- Bachelor's degree in Business, Finance,
Accounting, or Human Resources, or an equivalent combination of
education and experience from which comparable knowledge and
abilities can be acquired.
Required Experience (minimum requirements)--- Demonstrated
experience with payroll processing and administration.---
Experience using personal computers and software in a business
environment.--- Experience with payroll processes, tax laws, and
statutory compliance.--- Supervisory experience.--- Experience
using the advanced features of spreadsheet/databased software.---
Experience in payroll process evaluation and documentation.
Desirable Education and/or Experience--- Certified Payroll
Professional (CPP), Certified Management Accountant (CMA), or
similar payroll certification.--- Experience using Ellucian Banner
ERP software system.--- Experience in a higher education
setting.--- Project management experience.
Required Knowledge, Skills, and/or Abilities (minimum
requirements)--- Demonstrated understanding of payroll compliance
with all relevant federal, state and local laws, and all
statutorily required reporting.--- Ability to handle difficult and
sensitive issues regarding payroll and compensation matters.---
