The Minnesota Sex Offender Program serves people who are court ordered to receive sex offender treatment via the civil commitment process. Program staff provide comprehensive services including therapy, education programming, therapeutic recreation, vocational programming and volunteer services, health and wellness to clients in a therapeutic environment where safety and security are at the forefront of all campus activities. Job Summary The Security Program Manager supervises security related functions such as security training and related procedures and practices at the Minnesota Sex Offender Program (MSOP) - Moose Lake campus. As a resource for facility staff, the Security Program Manager is the first point of contact for facility security, responding to numerous situations which vary in nature that are related to facility security. In every interaction, the Security Program Manager strives to maintain dependable security services which ensures that the facility is a therapeutic environment that is also safe for staff, clients and visitors. Primary Responsibilities Include:

  • Providing ongoing development, implementation, evaluation, and improvement of the facility security
  • Continuously monitoring and coordinating the security procedures of MSOP making modification or recommendations to add, change, or update security procedures
  • Managing and supervising security services work area so that effective control measures and the security and safety of the facility are maintained
  • Performing other administrative functions and special assignments as required so that the facility maintains a consistent and orderly operation
  • Supervising, coordinating, and participating in the Incident Command System so that the safety, accountability, and welfare of the public, site personnel, and clients is insured
  • Participating in administrative planning functions between divisions as required, insuring that security perspectives are always considered Qualifications Minimum Qualifications Must meet one the following qualifications listed below:
    • A minimum of two years advanced supervisory experience OR
      • three years advanced professional-level experience AND one year of advanced supervisory experience within a secure environment designing, implementing, and evaluating the effectiveness of secured treatment programs and security policies to meet the needs of secured populations which demonstrates the following:
        • Knowledge of human resources principles, procedures and systems sufficient to manage and maintain a harmonious labor relations environment in accordance with collective bargaining and affirmation action/equal opportunity policies
        • Written and oral communication skills sufficient to relay sensitive information to staff, the public, law enforcement agencies, attorneys, patients, and other state agencies and to elicit cooperation from staff and patients to resolve difficult and potentially dangerous situations affecting the safety and security of patients, staff, and the public
        • Human relations and conflict resolution skills sufficient to effectively solve problems in a manner that is sensitive to organizational structures and cultures, as well as the needs of groups and individuals, and to elicit cooperation from staff and patients to resolve difficult and potentially dangerous situations affecting the safety and security of patients, staff and the public Preferred Qualifications Experience demonstrating the following:
          • Knowledge of psychopathic personalities and sex offender treatment modalities
          • Gaining the cooperation of individuals/departments during situations which are sensitive, emotional or ambiguous
          • Analyzing and developing workable, facility safety and security - focused solutions
