OverviewManagesoverall day-to-day operations and is responsible for the effective and successful recruitment, development and management of provider and operations staff, productivity, budget, and quality control and improvement.Ensureseffective, safe,and efficient operations. Servesas agencyrepresentative on regulatory, governmental, and contractissues. Maintains and develops relationships with community and state colleagues and partners. Enhancesoperational procedures, systems, and principles in the areas of information flow and management, business processes, enhanced management reporting,and opportunities tomaintain andexpand services.Developsand implementsthe agencysstrategic plan and budgetin collaboration with the CEO.Type Full Time, SalariedLocation Duluth, MNSalary$75,000-$110,000Annually, depending on experience and qualifications.ResponsibilitiesAll of the following and other duties as identified as necessary for the growth and development of the agency:

  • Develop and supervise a team to oversee recruitment and retentionand, including recruitment, selection, training, assignment, scheduling, coaching, counseling and disciplining employees, communicating job expectations,planning, monitoring, appraising and reviewing contributionsof all provider and support staff members
  • Assure performance evaluation and career development for all department managers and supervisors, with review/approval responsibility for all employees
  • In collaboration with the CEO, plan, review and implementstaff compensation strategies, including research and development of deferred compensation strategies for top leadershipincludingstock options, buy-in, and ownership
  • Meet or exceed budget projections and expectations for provider staff,departments, and new initiatives, managing staff levels, wages, hours, and hiring to meet needs of referrals for services in each departmentand development initiative
  • Develop and implement strategies to enforceall program, fiscal, and personnel policies and procedures
  • In collaboration withthe CEO,prepare an annual budget,schedule expenditures,analyze potential pitfalls or problems,initiate corrective actions, and implement strategies for sustainable program maintenance and development
  • Work closely with CEO, Directors, and Management Team to set and/or implement policies, procedures, and systems and to follow through with implementation and develop systemsforestablishing, implementing, enforcing,and evaluating policies and procedures
  • Developand implement efficient and cost-effectiveprocesses for service delivery, supply,and equipmentand technologyutilizationandinventory management
  • Oversee billing and accounts receivable department
  • Maintain a safe and healthy work environment by establishing and enforcing standards and proceduresandcomplying with legal regulations
  • Communicate all operating policies and/or issues to all staff members
  • Develop and implement plans for assuring HIPAA compliance and data privacy
  • Manage contracts and relationships with payers andkey operations vendors
  • With CEO, develop response plans for contract requests, RFPs, and other new development
  • Review and approve all operational invoices and ensure they are submitted for payment
  • Contribute recommendations forstrategic and quality-improvement plans, prepare and implement action plans to improve productivity, quality, and recipient service standards, resolve problems, complete audits, and identify trends
  • Communicate with the CEOandlegal counsel to ensure all processes remain compliant withprogram rules and statutes,staff and client safety, OSHA, and other governmental regulations
  • Identify and implement strategies for improving use of technology for service delivery
  • Update job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, participating in professional organizations
  • With the CEO, developand implementasustainable exit strategy for current ownersthat sustains the organization and develops new leadershipQualificationsMinimum Bachelors degree in business, accounting, management, and related fields, behavioral health or social services-related field, and 5+ years of successful experience in business operations and/or business development. Familiarity and experience with health care, mental health, or social services strongly preferred.Demonstrated ability to lead and direct the work of others.
