Telework eligible Yes as determined by agency policy Duties Summary This position is located on the Operations Staff of the Superior National Forest with a duty location in Duluth, MN. The Forest Transportation Planner/Road Manager performs a variety of engineering technical duties in the transportation planning/road operation/maintenance functions. Learn more about this agency Responsibilities Develops, maintains and oversees a comprehensive road management program. Completes and reports annual road condition surveys and road accident reports and bi-annual updates of the road use rules for forest level planning. Coordinates transportation input for timber sale transportation planning, road maintenance appraisals and road construction and reconstruction projects. Serves as the team leader for all forest level comprehensive travel analysis processes, overseeing the development of proposed actions and alternatives and coordinating interdisciplinary team member input. Participates in the review and approval of the analysis of impacts of proposed and alternative actions on transportation facilities. Employs geographic information systems (GIS) and INFRA roads database to provide data for project analysis and respond to information requests from other specialists. Uses a broad array of standard survey techniques and data collection methods, leads the collection of data for the design and establishment of on-the-ground controls for project construction or reconstruction. Designs roads and other transportation-related facilities, prepares/reviews drawings, and prepares road maintenance appraisals for Timber Sales and stewardship contracts and road maintenance contracts. Specialized Experience Requirement: For the GS-10 grade level: You must have one year specialized experience equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience that meet this requirement include: Conducts a wide range of non-standard surveys and data collection activities to provide data for civil engineering project designs; makes field surveys and collects field data required for engineering plans for design and construction on Forest administrative sites; makes recommendations for solutions to routine construction project problems that can be resolved by calculations typical to civil engineering projects; engages in factual, technical information exchanges with coworkers who are performing related work; does conditions surveys and records data to maintain and update databases; prepares engineering data reports and recommends priorities, which are used in the formulation of cost estimates and bills of materials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
