Overview: Pioneer Production Services, Inc. is a supplemental
contract labor company founded in 2010 that provides specialized
personnel to the oil, gas, and offshore marine industries. The
company offers a wide range of services, including production
operations, mechanical and electrical work, crane operations,
marine rigging, dispatching, and maintenance. Its headquarters are
in Lockport, LA, and it operates across North America. Job Summary:
We are seeking a Planning Engineer II to support Enbridge’s
Engineering and Construction capital projects. The Planning
Engineer will be responsible for developing and coordinating a
comprehensive integrated, detailed facility-by-facility plan for
all LP facility work, encompassing Operations, Core Programs, and
Major Project activities. The position ensures that all
interdependent risks and mitigation strategies—such as construction
sequencing, permitting, contractor work space, and material
availability — are centrally identified and communicated across all
scopes within each facility. The overarching goal is to enable
successful execution of all planned work within designated outage
windows, achieving targeted in-service dates. Specific
Accountabilities : Planning & Scheduling • Facilitate detailed site
scheduling in collaboration with Operations, PMs, CMs, Project
Controls, and Major Projects—driving optimization, risk reduction,
and meeting pipeline outage and ISD requirements. • Monitor and
flag schedule and coordination risks (e.g., permits, material lead
times, outages, contractor overlap, task sequencing) to relevant
stakeholders. • Ensure plans and schedules are feasible,
achievable, meet pipeline outage durations, and ISD requirements •
Create and maintain a log of critical materials, outage windows,
contractor tasks, and their interdependencies across facilities for
proactive resolution. • Act as a change agent—identifying gaps,
risks, solutions and recommendations to PMs, CMs, and Leadership. •
Ensure all strategies, changes, updates, etc., to schedule(s) are
made (once approved by the PM) • Work closely with the Project
Controls scheduler(s) to establish and maintain effective data
flows and communication, ensuring quality, consistency, and
accuracy of data while providing positive feedback loops. Scope,
Contracting & Strategy : • Analyze scope and contracting strategies
across Operations, Core, and Major Projects, recommending
optimization opportunities to optimize work at each facility. •
Example: Identify overlapping subcontractor usage (e.g., hydrovac
services) and recommend streamlining to a single provider for
efficiency. • Analyze contractor work plans, to understand the
type, amount, durations, etc., of equipment on site (e.g. do we
have four 15 ton picker trucks on site, while only two is really
needed) and provide recommendations to construction management and
project management to optimize the work; Site Coordination: • Own
and manage overall site plot plans (schedule and work space areas)
for all scopes (MCI, MLO, LRF) across all groups (Operations, Major
Projects, Core, PCSLD). • Identify work area / scope overlaps and
potential construction interference (e.g. long spans of trenched
cables impacting other work scopes (their schedule and / or their
work space). • Identify potential safety risks from overall site
congestion (volume of site personnel and equipment) and advise PMs,
CMs, and Leadership. • Understand and work with Construction
management on site laydown and storage requirements, understand and
monitor road closures (from Project and Operations work) and
highlight to construction management. • Work closely with the
Operations Coordination team on outage management, ensuring they
are integrated into the site schedule(s), and log and track
necessary operations /outage information. • Review and analyze
portfolio-wide schedules to identify risks and opportunities,
providing insights to Execution Managers. Stakeholder Engagement: •
With a customer service mindset, act as a trusted advisor and
strategic partner to PMs, CMs, Operations, and stakeholders —
ensuring alignment, transparency, and accountability. • Adapt to
meet evolving customer (PMs, CMs, Operations, etc.,) needs with
agility and a one Enbridge mindset. • Work with the Project
Controls schedulers and integrate them into the schedule
discussions with PMs, CMs, Operations, etc., and work
collaboratively to ensure P6 data is accurate and correct.
Governance: • The one point of contact for consolidating all
schedules, reports, risk tables, etc., for all stations • Provide
guidance and QA to all other Planning Coordinator areas to ensure
consistency throughout • Response for creating procedures and
process required for the department. Scope/Dimensions: • Executes
the development and implementation of Planning solutions, ensuring
efficient coordination of scope and field resources with other
internal and external stakeholders. Contacts (Working
Relationships): • Daily communication with Project Controls
Schedulers and weekly communication with PMs, CMs, SCM, Operations,
and Major Projects staff. • Required to communicate technical
issues to technical and non-technical staff. • Communications are
complicated by the high-paced and technical nature of the work, the
relative size of Business Unit stakeholders and work groups, the
frequency of information requests from Business Unit stakeholders,
the complexity of integrating objectives with other stakeholders,
and the simultaneous execution of multiple scopes at multiple
sites. Knowledge, Skills and Abilities: Required: • Bachelor’s
degree in Engineering, Construction Management, Business, or a
related field, or an equivalent combination of education and
experience. • Minimum of 7 years of experience in project
management, construction, or project controls, with a comprehensive
understanding of project management principles, practices,
particularly scheduling and construction sequencing and
optimization. • Experience in industrial projects, with interfaces
across Engineering, Procurement, Contracting, Execution &
Construction, and Commissioning. • Strong grasp of construction
activities, including understanding interdependencies, labor and
equipment quantities, types, and durations. • Familiarity with
Liquids Pipelines Operations, Process plant Operation, or
equivalent, including outage management and the interface between
Operations and Projects. • Knowledge of industry codes,
regulations, standards, and specifications relevant to pipeline
systems and facilities. • Excellent communication skills, with the
ability to effectively liaise between diverse project teams and
stakeholders. Working Conditions: • Office environment. • Stress
levels can be above normal as planning work is deadline oriented
(outages, ISDs, highly visible and numerous activities are
conducted concurrently. • Overnight business trips to the field may
be needed, requiring Personal Protective Equipment (PPE). (10%)
