Job Description:

Description The Sixth Judicial District is seeking a District Finance Specialist, to be located at the Sixth Judicial District Office in Duluth, Minnesota. This full-time, non-exempt position is in the Account Clerk II classification, and is accounting and related clerical work involving the preparation and maintenance of court bookkeeping and financial records and providing financial procedural information. Example of Duties The following are examples of major job duties expected for this position to perform (any one position may not include all of the duties listed, nor do the examples cover all the duties which may be performed): - Verifies, codes, documents, and prepares payment of invoices and expenses; refers unusual situations or questionable allocation or funding to supervisor; monitors and prepares purchase orders and requisitions; assists in budget preparation and monitoring; maintains budget records. - Monitors cash flow and budgets to ensure adequate operating balances; verifies, balances and reconciles receipts and payments; identifies discrepancies; makes adjustments; distributes receipts to proper funds. - Assists management, Treatment Courts and/or court staff in resolving a variety of complex fiscal problems; answers questions related to fiscal policies and procedures; gathers information for special reports or inquiries; analyzes and interprets financial data, policies and procedures; monitors financial data and makes crucial financial recommendations. - Reconciles and balances accounts monthly; examines financial records; verifies payments and deposits. - Prepares and monitors accurate and timely reports of financial data and transactions. - Monitors and executes complex district-wide financial contracts, with ongoing tracking. - Works with special financial systems and databases. - Builds key vendor and stakeholder partnerships. - District representative on the state-wide accounting workgroup; assists in revising and recommending updates to financial policies and procedures. Typical Qualifications Minimum Knowledge, Skills, and Abilities: - Knowledge of collection and bookkeeping principles, procedures and practices. - Some knowledge of modern office practices, procedures and equipment. - Some knowledge of computerized accounting, budgeting, and related programs. - Ability to make arithmetic computations and tabulations rapidly and accurately. - Ability to participate in bookkeeping and related accounting work of considerable volume. - Ability to recognize and reconcile discrepancies in financial records. - Ability to prepare and maintain accurate and complete financial records and assist in preparing various financial reports. - Ability to account for and handle large amounts of money including cash. - Ability to understand and follow oral and written instructions relating to accounting problems. - Ability to communicate ideas clearly and concisely, both orally and in writing, with a diverse group of people. - Ability to interpret, explain, and apply laws, rules, policies, and procedures. - Ability to establish and maintain effective working relationships with co-workers, representatives of other agencies, vendors the general public. - Ability to operate a calculator, personal computer, and other office equipment.Minimum Education and Experience: - Possession of an Associate's degree from an accredited college or university in accounting, finance or a related fieldOR - Graduation from an approved high school or vocational school and experience in bookkeeping, collections, or accounting in order to equate any combination of training and work experience which indicates possession of the knowledge, abilities and skillsPreferred Qualifications: - Possession of a Bachelor's degree in a related field Supplemental Information The Minnesota Judicial Branch (MJB) is committed to providing fair and equal access to justice.
